Grading a Base address means working from what you can show. Write the grade in plain words and file it under the address and the network name.
Inputs to weigh
An OFAC hit outweighs everything else. A high transaction count calls for a timeline. A balance with a count of zero describes a different wallet than an empty one with long history.
Stating the source
Say which inputs came from the free check and which from your own reading of the public explorer. If the USD value is unknown because no rate arrived, write that instead of guessing.
